In order to implement the spirit and principle of the "Convention on the Rights of the Child" promulgated by the United Nations in 1989, the Juvenile Delinquency Act of our country declares its objectives: "The Law is stipulated to ensure the sound growth of juveniles, adjust their environment, and rectify their character", and aims of "to replace reformation training with protection; to replace punishment with education". In order to construct the professional juvenile court (division) different from adult system, the Court, namely the Taiwan Kaohsiung Juvenile and Family Court, was established on September 15, 1999.

           Since the society changes rapidly, the problems of juvenile and family have become increasingly complicated and serious. Therefore, it is necessary for relevant systems to make advance with the time owing to the demand of professionalism in handling the problems. In view of the recent trend of juvenile and family cases, it has an increasing influence on every family and every citizen, and thus whether the court can handle such cases appropriately directly
related to the social progress and harmony, and the prolonged stability of the country.

           The problems of delinquent juveniles come from the families without functions, so there is the need to combine the family division and the juvenile division into the whole juvenile and family court. Based on the spirit of "one family one court", the Judicial Yuan decides to establish professional and independent juvenile and family court, hoping to handle the children and juvenile delinquent problems and family disputes appropriately, promptly, responsibly and integratedly.

Judicial Yuan started to formulate Juvenile and Family Court Organization Act in 2006 and completed legislative procedures on December 8, 2010. In coordination with the newly Family Act implemented on June 1, 2012, it merged the family division originally subordinated to Taiwan Kaohsiung District Court into the Taiwan Kaohsiung Juvenile Court to establish the Taiwan Kaohsiung Juvenile and Family Court.

The belief of the juvenile and family court is to thoroughly solve juvenile delinquency problems and family disputes through all-around handling methods with the specially planned hearing system, by the judges with professional background and training, with the assistance of staffs from different professions, and in combination of the experts, administrative departments and social resources in the fields such as social work, psychology, guidance, mediation, psychiatry, etc. For the hardware facilities, especially aiming at the demand of disadvantaged groups such as children, juveniles, new immigrants, ethnic
minorities, disabled persons, etc., we create safe, private, warm, and friendly court environment and combine all kinds of social welfare resources to set up one-stop family joint service center together with the original juvenile joint service center. We open a new chapter for flexible judicature, and construct service-oriented, friendly and folksy, professional and efficient judicature so as to guarantee the rights and interests of children, juveniles, disadvantaged families and family members.
